Windows error with "files" and installing a certificate

When i attempt to go into the windows update area and install updates, i run
into a problem right after i click on either the "custom" or "express"
buttons. The windows update comes up with an error, that says "Files required
to use Windows Update are no longer registered or installed on your computer."

The options to fix this are "Register or reinstall the files for me now
(Recommended)" or "Let me read about more steps that might be required to
solve the problem." If i click the register option, the active x takes over
and "downloads" and "registers" the files, but then it starts the windows
update at the beginning, and goes through a loop again. the "let me read.."
option just takes me to general microsoft crap help.

In the event viewer, the error log says,
"Failed extract of third-party root list from auto update cab at:
<http://www.download.windowsupdate.com/msdownload/update/v3/static/trustedr/en/authrootstl.cab> with error: The data is invalid."
I've downloaded the "authrootstl.cab" file from microsoft (that site) but i
dont know how to go about installing the certificate...

I think that the certificate is the problem, and once fixed it should be
able to run windows updates, but i'm also having a problem trying to install
anything else microsoft, (Office 03) and i think that this is the same
problem.

This is a friend's computer and i say just a good reinstallation of windows,
or maybe trying to repair, but she lost the disk.
