Windows Error Recovery

I have been plagued with this problem for months now and don't know what is
wrong,
on start-up form a cold boot or even restarting I get the screen that says
Windows Error Recovery, Windows failed to start a recent hardware or
software change might be the cause, then I hit the Start windows normally
and away it goes or sometimes if fully restarts, this happens about 70% of
the time.
I have replaced everything I could think of except the PSU, wondering if
this is happening because the PSU is either faulty or not powerful enough
