Try System Restore in Safe Mode
Press (F8) when you boot-up
Before trying System Restore in Safe Mode,
when you get to the "Windows Advanced Options Menu",
try using "Last Known Good Configuration".

If that doesn't work then go back to Safe Mode
and try System Restore.
