Windows Explorer Display Settings Won't stick?!

I have two machines running VISTA. The one with Home Premium 64-bit seems to
work ok but the one running Ultimate 32-bit has lost its ability to remember
window display settings for the Control Panel and Windows Mail's address
book. The Ultimate system has two users and the Home Premium has only one
user. I can set the window size and view (Medium Icons) for the Control
Panel display and it sticks until I display something else using Explorer?
The next time I display Control Panel it reverts to the default
window size and location and picks up the view from the previous display
(Details). Windows Mail's Address Book display is doing the same thing. It
reverts to the default window size and the (Details) view. The custom
detail items I selected to display are also lost. I have noticed this
change in the last week or two. So...can somebody please tell me what I
screwed up to make this happen. To say the least it is very aggravating.
Thanks in advance.

Go here and download and run the script, FolderSetting.

This script will reset your folders to force Vista to remember your folder
settings.
