Windows Explorer.exe will not open my Windows XP

I can log on and choose an account.
But Windows will not open.
The Error report box appears and says that the Windows Explorer
encountered a problem. and needs to close.
When I look at technical info, it shows mod version, kernel32.dll?

I can only open windows in "safe mode".

When I try to look at "My Computer" properties for registration,
I get "Run DLL as App" error message.

Can anyone help?
