Windows Explorer Focus

Question: Is there any way to get Windows Explorer to open with the
focus by default set to the folder tree?

In XP I would press Win+E for Windows explorer to pop up, and then I
would use the arrow keys to navigate through the folder tree. Once I
got to the folder I was looking for I would press TAB once and that
would switch the window focus to the file window. Finally I would use
the down arrow key to select the file I wanted and press Enter to open it.

I have not been able to reproduce that flow in Vista. I open Windows
Explorer using Win+E but the focus is not on the file tree, but over in
the file window. I need to either grab the mouse and click on the
folder tree or else press F6 a bunch of times to switch the focus.

Thanks for any suggestions.

Or press ctrl+tab

I did of course mean shift+tab
