Windows Explorer 'Menu Bar' in Vista

I have looked everywhere but I cannot seem to find the menu bar in
Windows Explorer (Vista). I have right clicked everywhere to try and get
it on the view menu but nothing.

You can press the 'alt' key to get the menu bar up.

or to have it display permanently .....

Tools > Folder Options > View > Check 'Always show menus' > ok
