windows explorer restarts upon accessing wireless network manageme

My problem is that Windows Explorer restarts every time I try to open the
window to connect to a wireless network or open the Network and Sharing
Center. Any help is appreciated.

I would suspect you are using some driver that is not working. Like an
Ethernet card, or some wireless adapter.

I guessed that and went to try to roll back the driver, but Windows Explorer
restarts when I try that, or even when I try to access the driver properties.
It seems that the only thing it lets me do is uninstall the device. Would
downloading a new driver after uninstalling the device reinstall the device
itself or is that a different process?
