Yes, that's the default setting that's been the norm since the days of
Win9x and WinNT, but it's easily changed.

Basically, all you need do is create/modify the target field of your
Windows Explorer shortcut to point where you want it. In your case,
"%SystemRoot%\explorer.exe /e ,c:\" (without the quotes) should do the
trick.
