The "Windows Features" dialog box is empty in Windows Vista

The "Windows Features" dialog box is empty in Windows Vista Premium Home
Edition when I click Turn Windows Features on or off. I looked at article
http://support.microsoft.com/kb/931712
but my computer does not recognize reg delete HKLM\COMPONENTS /v StoreDirty.
The reason I need to use the Windows Features is because I need to hook my
laptop up to my college's downstairs cluster.
