The URL points to a rather outdated legitcheckcontrol.cab, last modified
"Mon, 18 Jul 2005 23:58:59 GMT" (according to the HTTP response).

Retrieve the current legitcheckcontrol.cab either from
<http://go.microsoft.com/fwlink/?linkid=39204>
(Version 1.7.69.2, last modified "Fri, 21 Mar 2008 01:24:51 GMT") or
better get the KB892130-ENU-x86.exe directly from
<http://www.download.windowsupdate.co...77f49f64053893
a23ecb58bc59cb.exe>
and install this patch manually.
