Someone else has posted this question but I didn't see a solution so
I'm going to post this problem.

I have installed KB892130 many different times according to my update
history, but when I try to run update again, it says it needs to
install KB892130 again and again. When I click on the details button,
it says that KB892130 is downloaded but not installed. When I continue,
it says installation successful, and then the loop begins again. Any
ideas? Thanks.

I've ran the WGADiag2.exe and it shows that my genuine validation
status is genuine. But I still have the same problem. Everytime I go
to get the latest windows update, it installsWindows Validation tool
over and over again.

Hi,

I had the same problem regarding this issue.
The reasing for validation failure was a problem while connecting the
validation server due to security settings of the internet explorer.

With standard security settings of the internet explorer, the microsoft
sites are only member of the internet. This causes the validation via the
update site to fail, while using the validation service on the regurlar
download pages are not effected by this issue.

The solution for this problem is simple: add *.microsoft.com to the trusted
sites.

Best regards,
Dirk

Hi Dirk,

I have tried your suggestion but I'm still having the same issue. What
happens is that everytime I go to windows update, select custom, and
under details, this is what I see
"Windows Genuine Advantage Validation Tool (KB892130)
0 KB , 0 minutes (Downloaded; ready to install)
The Windows Genuine Advantage Validation Tool enables you to verify
that your copy of Microsoft Windows is genuine. The tool validates your
Windows installation by checking Windows Product Identification and
Product Activation status.

Total: 0 KB , 0 minutes (Downloaded; ready to install)"

Then I install it and it installs successfully. However, when I go
back to do a windows update again, I get the same thing under details.
