Windows IE & System Sounds

OK A FAIRLY NEW VISTA iNSTALL AND EVERYTHING CHESCK OUT OK

But I have a very wierd sound issue...
First of all I have used every driver currently available and it doesn't
change anything...
All updates are done
Vista 32 Bit Ultimate
Not 100% sure of when the problem started (Been busy moving pictures and
files around)

I DO get sounds in Movies, Messenger Live, Games, and Music

I DON'T get sounds in windows destop (Starup, shutdown, Minimize, etc.),
office, internet explorer (You tube for example)

System Sounds are eneabled and everything checks out hardware wise....

ANY Ideas??

Did you ever find a solution? I have the same problem on Vista Ultimate.

The only thing that ended up fixing it for me was to reinstall from scratch.
Everythings been working fine since and I think what killed it for me
initially was a failed codec installation.

But yeah I spent about a week trying to get it resolved, new installation
was much quicker.
