Windows installer 3.1 breaks updates and the ability to install anything

Yes, confirmed.

After reinstalling windows installer 3.1 (manually, since windows update
won't install it at all), it prevents installing ALL sofware and updates,
such as spyware updates.

This is completely unaacceptable for me to waste 40 hours/three days of my
time for this bug.

stops responding when you install an update.

That's not what is does.
It says "Access Denied", meaning access to windows installer.
You cannot even unregister and regservr it ... access denied.

old installer works fine
