Windows Installer 3.1 KB893803v2 won't install

I've been using auto Windows Update, but it was unable to install Microsoft
Windows Installer 3.1. It wouldn't install when I tried the Windows Update
program nor when I downloaded the file from Microsoft and tried to install it.
I get the message "Updates were unable to be successfully installed."

Does it have something to do with permissions or is it another problem? Does
anybody know the solution to this?
