Just for everyone else's information:
Had trouble finding that windows installer 3.1 rc1 executable (I weren't
familiar where windows update stores these files), I found it reading
msi31-rc1.log and seeked update.exe and installed it.
C:\WINDOWS\SoftwareDistribution\Download\4636270f8 91757d513f721cb3825dad2\update\update.exe
btw, thought that I wasn't newbie but, live and learn
