Windows Installer 3.1 Redistributable (v2)

OS is XP Pro SP2

I downloaded it and tried to install it manually. However, the intallation
failed because read/write is denied.

Please advise how can I install it successfully

Are you logged in as administrator? If not, try that...

Yes, I login as administrator.

others have said that they couldnt get it installed either. they tried
logging on as another user with administrative power, and sometimes it took.
If you are using xp pro, log on as actual administrator.(with home, you must
be in safemode to log in as actual administrator).
