Windows Installer 3.1 - Update Error.

What I've Tried..
OEM Windows XP Pro SP2
First off I Closed all programs in taskmanager, including killing
Antivirus/Spyware
Protection.

I've tried these two Installers...
Windows Autoupdate of Windows Installer 3.1 - Fails 0x80070005
Windows Installer 3.1 Redis Pack - Access is denied

After some reading I've Applied the KB885894 Patch, Still nothing.
I also checked the [Windows update] Key in Registry is also correct for
Admin/System. The C:\wutemp has full permission, and the temp folder for
install is full permissions. Read up and also cleared out
C:\windows\SoftwareDistribution\Download folder. Nothing works Always
the same ERROR. Here part of the log File that I'm sure one of you will ask
for...

The amount of problems I've had trying to install Windows Installer 3.1,
and many others people on the net with this same problems should be
marked as BUG... I would just say forget, but I have a application that
requires it to be installed. Please Help!

My user account is system administrator, and I also tried the actual
Administrator account. Do you have any record what 153.688 section of the
Install is doing?
That would help pin point what caused the access denied.
