Windows Installer 3.1 update

I am receiving an error when I try to do the Windows Installer 3.1 update.
It says "Windows couldn't load the installer for Display. Contact your
Hardware Vendor." I'm running XP for home use and I don't have any hardware
problems. I am wondering if there is just a configuration problem somewhere.
Please help?
