Windows Installer Cleanup Application crashes

Windows Ultimate 32-bit on Dell Precision laptop.

I am trying to cleanly uninstall a program but when I run the Windows
Installer Cleanup Tool it crashes with the old favourite "The Windows
Installer Cleanup Application has stopped working" error. I have tried
uninstalling the Cleanup program and reinstalling it but it just doesn't
want to run.

What could be the problem with it?
