Windows Installer - Error 1723

I tried to remove a program from Control Panel and I got the following
message error:

Error 1723. There is a problem with the Windows Installer package. A DLL
required for this install to complete could not be run. Contact your support
personnel or package vendor.

Wrong newsgroup. Try WinXP General.
