Windows installer error

I'm tryingto down load new software, System Suite10, and my computer keeps
giving me the pop up errorsaying, windows is in safe mode or windows
installer is not correctly installed. This computer is about 2yrs old and
has never done this till recently,

Try installing the Windows Installer Version 3.1
