This is Dave D. I discovered what the problem was.
I found an article on the Microsoft Support web site -
http://support.microsoft.com/default...b;en-us;555175 "How to
resolve Common 'Windows Installer' Problems". Method 4 stated that "The
Windows Installer service may disabled on the machine." After starting the
service, I was able to apply the update to the Installer. Go figure!
