Windows installer will not start

Cannot get windows installer to start. If I try and manually start it, I get
the error
"could not start the msiserver service"
I have tried manually reinstalling the newest version of the windows
installer(renamed the old msi files to .old, etc.).

Checked/verified all the permissions for HKEY_CLASSES_ROOT in the registry.

Tried msiexec /unregister and msiexec /regserver.

Checked registry path
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Servic es\MSIServer
to make sure it was pointing to the correct location.

I would also try reinstalling SP4 (This is Windows 2K Server), but again,
cannot do that due to the installer problem.

Was going to try the Windows Installer Cleanup utility, but obviously can't
install it.

Deleted temp folders, etc. So far no luck. Unfortunately, this machine runs
a clients cash registers, and can't be down for more than 15 minutes, so
doing a repair/etc. is a little out of the question. Are there any other
suggestions/fixes other than what I've mentioned above?

Please attempt to try the following methods mentioned in KB319624.

Method 2: Verify the DCOM permissions.
Method 3: Give Full Control permission to the SYSTEM account.
Method 4: Verify the registry permissions.
Method 5: Fix the broken security key for the MsiServer service.

"Windows Installer Service could not be accessed" error message when
installing application

If the issue still persists please take a screenshot for further research.

1. Press the Pr Scrn key once on the keyboard when the error message
appears.
2. Click Start, go to Run, enter MSPAINT in the open dialog box, and then
Click OK.
3. Use Ctrl + V to paste the screenshot to the canvas.
4. From the File menu, go to Save and save it as a JPG file.
5. Send the JPG file as an attachment to v-

As per my original post, I have already tried every KB article I could find
with no luck. At this point, the MSIServer service is now disabled, and won't
even let me change it to manual or automatic.

Please confirm you have reinstalled Windows Installer below:

Reinstall Windows Installer
============
Note This method applies to Microsoft Windows 95, Microsoft Windows 98,
Microsoft Windows Millennium Edition (Me), and Microsoft Windows NT 4.0.
For Microsoft Windows 2000, Microsoft Windows XP, and Microsoft Windows
Server 2003, either reapply the latest service pack or repair the operating
system.

To reinstall the Windows Installer, follow these steps.

Note Because there are several versions of Microsoft Windows, the following
steps may be different on your computer. If they are, see your product
documentation to complete these steps.

1. Click Start, point to All Programs, point to Accessories, and then click
Command Prompt.

Windows opens a command prompt window.
2. At the command prompt, type one of the following commands, and then
press ENTER, where drive and Windows are the drive and folder where Windows
is installed. ? If you are running Microsoft Windows XP, Microsoft Windows
98, Microsoft Windows 2000, or Microsoft Windows NT, type the following:
attrib -r -s -h drive :\ Windows \System32\dllcache
? If you are running Microsoft Windows Millennium Edition (Me), type the
following:
attrib -r -s -h drive :\ Windows \System32

3. At the command prompt, type the following. Press ENTER after you type
each line.
ren msi.dll msi.old
ren msiexec.exe msiexec.old
ren msihnd.dll msihnd.old

4. At the command prompt, type exit , and then press ENTER.
5. Restart your computer.
6. Update the Windows Installer files to the latest version.

If the issue still persists please refer to the following article to
perform an in-place upgrade since some system files could be corrupted.

Note that the time required to complete the following procedure is equal to
the time that it takes to reinstall the operating system.

As per the original post, yes I have done that. Doing a repair install is not
really an option, as the computer cannot be offline for more than 15 minutes
at a time.

Hello,

I am sorry that you cannot perform a in-place upgrade at this point.
Currently, I suggest you check the following registry key:

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Servic es\MSIServer

The value named ImagePath must have a value of
"c:\windows\system32\msiexec.exe /v"
where "c:\windows" is the directory in which Windows is installed.

This issue can also occur if the MSIServer registry key is missing. You may
attempt to Import a MSIServer key from a working server and re-registering
MSIEXEC.EXE.
