I have similar problem on similar raided server, but with Server 2003 (not a DC). Same appcompat {CE2CDD62-0124-36CA-84D3-9F4DCF5C5BD9}. Used Domain Admin. Was a solution found?

Platform is Windows Server 2008 SP2. 4G RAM. Dual processor, two raid
drives C:/ and F:/ Server is part of domain and not a DC. Primary purpose
is SQL Server which appears to require .NET Framework to run thus the
continued failures and surprises listed here.
