the windows installer service could not be accessed error

I try to install any application with extension .msi , then the message box
said " the windows installer service could not be accessed. this can occur if
you are running windows in safe mode, or if the windows installer is not
correctly installed. contact your support personnel for assistance".
I used Vista 32 and did alot of work around, but no luck. The windows
installer 4.0 not available for download and not sure how to repair or
reinstall it.
Anyone have any tips for this, really appreciate.

Some Windows Vista functions may not work, or Windows Vista may stop

I did use sfc scan and found no error. Also trie the other steps, but still
no luck.
Any oother tips so I can try. Thanks

You will probably be offered a non-destructive repair of your system if you
restart and press F8 during the 'black screen' after the BIOS screen.

Open the help and support app on the start orb. Type in 'Recovery Options'.
Each option your system might have included is listed in those articles.

Hello,
Just tried to repair, but its no found any errror from startup repair. I
really dont want to make another clean install again.
Not sure any other work around to fix this problem.
