Windows Installer Service could not be accessed

I have a fairly new Toshiba Sattelite with Vista Home edition on it. I have
successfully loaded several programs on it prior to now. I have tried to
install Acronis Disk Director, which I have already installed on another
Vista computer for testing, and I get the message as shown in the subject
line. After a few of Acronis' installation windows come up I get the Windows
window that starts out " E00640003: The error was encountered while the
installation....". The next line then says " Acronis installation program
encountered error #1601: The Windows Installer Service could not be
accessed. How do I get this problem solved? I tried several FAQ sites and
did not find an answer. I am hoping that someone on this site can provide me
with a solution.
