Windows Installer starts after IE 7 update

I recently installed the latest update for I. E. 7ever since then when I open
a file where I have video (MPEG)files stored the following happens:
Windows Installer opens and says it's configure "Photo Gallery" after it
try's to do this a box opens titled "Photo Gallery" and it states that the
feature you are trying to use is on a CD-ROM or other removable disk that
isn't available. And it gives me the option of installing it. When I click on
cancel or try to close the window it just starts to cycle over again trying
to configure "Photo Gallery". This problem isn't associated with any programs
that I have on my computer. I did some digging and have found that "Photo
Gallery" is a part of Windows Vista. It's taking the place of Windows Picture
and Fax Viewer I believe. But I haven't found out how to solve this problem.
My system currently has:
Windows XP with SP2 and all of the recommended downloads from Windows
Update. I have tried rolling the system back using System Restore with no
luck. Can anyone possibly help me with this?

Photo Gallery is also an HP product. If you are not using it, then run
the Windows Installer CleanUp Utility and remove the installation info
for Photo Gallery *only*.
If it will be installed again then install it to the same directory it
was previously installed to.
