windows installer tries to run all the time

every time I try to connect to a web site the windows installer window comes
up stating preparing to install, have uninstalled windows installer 3.1 but
this doesn't help problem,it sometimes takes 3 or 4 minutes to connect to a
web site. any ideas to correct this problem would be aprreciated.

I have the same problem ever since I dwnloaded service pack 3 !!!
Did you find a fix for it ?
