windows installer v3.2 error 997

I upgraded my windows installer from the working version 2 to the new v3.2
now every time I try to install or uninstall it will not work and if in
components I try to start it the error message is connot start error 997
overlapping I/O in progress
I have tried to reinstall previous version but it fails with message cannot
replace newer version.

Can anybody help so I can fix the problem
