Windows INstaller won't run

Friend using Home Premium, auto updates on, is having problems running
the Windows Installer. When he tries to do an install, he gets the
following message:

"Error 1719. Windows Installer Service could not be accessed. This can
occur if the windows installer is not correctly installed. Contact
your support personnel for assistance".

Pointers on solutions? Steps to take?

Thanks boys... will have him try out the services tip, then the MS
re-install if that does not work.
