OneCare Family Safety can be removed by running the installer for Windows Live
Essentials from Control Panel/add or remove programs and unselecting Family
Safety when it launches.
It sure can't have appeared in add/remove hardware.

Outlook Express can't be removed, nor should it need to be removed, via Control
Panel It is a Windows component. However, you can look at this - although I

Finally, I have no idea what the "same" problem is or how or what filled your
hard drive.
