I'm not quite sure what you're doing with this reinstallation, but that won't correct the
problem.
Usually what you're describing is caused by some bad firmware in a residential router. If
that is the case, try resetting it by unplugging it and plugging it back in.
Failing that, you may want to look and see if there is a firmware update from the router's
manufacturer that may help the problem and/or you may want to reset the device to factory
defaults.
Failing all that, you may want to see if there is a web-based configuration to turn off UPnP
(Universal Plug and Play). This will limit you in some ways connectivity-wise (you may not
be able to establish direct file transfers, webcam, etc.) but this is probably the reason why
you're seeing not function when you're connected.
