Windows Live Mail Send / Reply Problem

A friend has Win 7 and the current Windows Live Mail on their new Toshiba
laptop ( sorry I don't have the full details ) and it's been OK until
recently..?

There is only 1 account ( Pop3 to a local ISP ) and it is that account that
is used for the Windows Live Sign In.

The symptoms are

Can receive mail from local ISP.

When trying to create a new message , the following error is shown ( and no
new message is created )

A problem occurred while trying to open this message. A problem has
occurred,
please try again

When trying to reply....this message appears

An error occurred replying to or forwarding this message"

Unlike other error messages I've seen , there is no reference number...just
a box containing the above message.

My friend tells me that awhile ago ( around the same time the situation
occurred ) SOME sort of Windows Live box popped up ,and she entered a
password , but she can't remember what or where..? ( She didn't tell me
that until after I'd already tried a Repair install from Control Panel - no
change ...followed by a complete uninstall / re install - no change either )

When the re install occured , I expected to be prompted for fresh account
information...but that didn't happen. It just opened again , with all the
information intact , displaying the same issues.

A big of Googling seems to indicate the errors might be related to failed /
damaged or corrputed log in information. I didn't get a chance to delete the
current account information , but that would be my next attempt as well as
re entering the correct log in information for the Windows Live account.

Ideally , I would like to stop signing in to Windows Live. I did click STOP
SIGNING in before the repair /re install , but no luck...

I'm a bit lost and would appreicate any thoughts , short of a re format,
reinstall of Win 7 ! ..<G>

Unless you want to sync contacts with Microsoft, there's no reason to
use a LiveID when your only email acct is with your ISP.

Thankyou..that's what I thought , so my first try to was disable the Sign In
, but that didn't fix the problem...

WLM button (blue upper left) > Options > Mail > Connections > Stop Signing
In

Fyi (read items 1 through 5 below)
1. if the user originally signed in to Windows Live service (one doesn't
sign in to Windows Live Mail), then that sign in would have been
accomplished with a Live ID(no other scenario is possible)
2. For a isp provided email address to connect to Windows Live services
while using Windows Live Mail that same isp provided email address would
have to be registered as a Live ID
3. If sign in to Windows Live services was done, then the contacts database
would be unique to that Live ID.
4. If 'Stop Signing In' is done to stop using a Live ID then a new contacts
database (and blank) will be created.
5. Removing Windows Live Mail does not remove the email account settings in
the registry (from the previous install and account setup)...to do so one
should remove the pop3 account from WLM
*****Note***** - removing a pop3 account in WLM will delete the
account, all messages from WLM and the hardrive --->>>> Backup all messages
via WLM's export or drag and drop to a blank folder on the desktop

Finally, some causes of email account corruption are (a) due to using a non
MSFT third party antivirus product and firewall and other third party
security applications that, (b) aborting WLM during a Send/Receive by
exiting WLM during a manual send/receive or during an automatic
send/recieve (configured in the settings to check every 'x' minutes or
during WLM' automatic polling (design intent, it will poll for new messages
for all email accounts usually about once and hour. Every sixth opening
WLM will also rebuild its index for related databases (contacts, calendar).
