WLM button (blue upper left) > Options > Mail > Connections > Stop Signing

Fyi (read items 1 through 5 below)
1. if the user originally signed in to Windows Live service (one doesn't
sign in to Windows Live Mail), then that sign in would have been
accomplished with a Live ID(no other scenario is possible)
2. For a isp provided email address to connect to Windows Live services
while using Windows Live Mail that same isp provided email address would
have to be registered as a Live ID
3. If sign in to Windows Live services was done, then the contacts database
would be unique to that Live ID.
4. If 'Stop Signing In' is done to stop using a Live ID then a new contacts
database (and blank) will be created.
5. Removing Windows Live Mail does not remove the email account settings in
the registry (from the previous install and account setup)...to do so one
should remove the pop3 account from WLM
*****Note***** - removing a pop3 account in WLM will delete the
account, all messages from WLM and the hardrive --->>>> Backup all messages
via WLM's export or drag and drop to a blank folder on the desktop
Finally, some causes of email account corruption are (a) due to using a non
MSFT third party antivirus product and firewall and other third party
security applications that, (b) aborting WLM during a Send/Receive by
exiting WLM during a manual send/receive or during an automatic
send/recieve (configured in the settings to check every 'x' minutes or
during WLM' automatic polling (design intent, it will poll for new messages
for all email accounts usually about once and hour. Every sixth opening
WLM will also rebuild its index for related databases (contacts, calendar).

Unless you want to sync contacts with Microsoft, there's no reason to
use a LiveID when your only email acct is with your ISP.
