Windows Live Messenger 2009 Build 14.0.8089.726 cam grayed out pro

I have Windows Live Messenger 2009 Build 14.0.8089.726. And I appear online,
and I click the awesome little camera icon where it says "Show my webcam" it
is grayed out.... therefore I am unable to click it. I have read many posts
and topics and such on how to fix this.... I have tried so many things. I've
tried the stuff mentioned here....

It mentions signing out then back in without closing the program pretty
much.... to "resync" with the server... and guess what!? That didn't work.

Then I tried

Which mentions going to the Audio and Video setup, clicking disable for
webcam, then clicking okay. The going back to Audio and Video Setup, setup
and selecting the cam, and clicking okay. That DOES work for me.... but when
I close out messenger and/or restart my computer and sign into messenger...
it's grayed out, again. So it's just a temporary fix.

I've also tried completely reinstalling messenger. Then I ran into the
awesome problem of "this service is temporarily unavailable" and I was unable
to sign in. So I tried deleting registry keys, reinstalled some msmxml thing,
deleting files, all sorts of stuff. I FINALLY got messenger to let me sign
in. And now I still have this annoying issue with the camera.

I've read lots of posts, tried pretty much everything out there.... and
nothing has worked.

So I come here for help. I believe the problem is messenger itself, or this
version/build anyways. All I did was login, and click on the icon... I didn't
change any settings or anything, I just logged in, like I normally do, and
the camera option was grayed out. I can get it to work temporarily, but again
when I close it out or restart the computer, it just goes back to being
grayed out (pretty awesome huh?)

So my question is how do I PERMANENTLY fix this issue? I want a different
version, that actually works, because this one doesn't.

All I want is for it just to work, like it was, until now. The funny thing
is that there is really no reason for it to not be working. I haven't done
anything different to my computer, just what I normally do with it. I just
went to try to show someone my webcam, and noticed it was grayed out.

So what's the permanent fix? Oh by the way I already know you're going to
ask what kind of computer I'm using... it's Windows XP Pro.

Everything was working fine, I just logged in, and noticed it was grayed
out. I've tried a lot of things, and just want an actual fix, not a temporary
one. I've already tried deleting files, registry keys, doing the parser
thing, etc. So someone suggest something different, thanks.
