I just changed preferred language in IE settings to English-us, and now I
see correct page.
My local version page was some useless intro to windows live.
Conclusion - never use local language settings with MS.

Yes the page tries to "guess" a lot of your locale information as to provide you with the
most accurate page... at least, that's what's supposed to happen.
