Windows Live Messenger - Audio problems

Can anyone assist in resolving a problem I am having with one installation of
Windows Live Messenger 8.1.

In trying to make a telephone call to another computer the sound quality is
very poor.

Then i would get the following error message:

Messenger is not available right now. Please try again later. 0x80ee000c
