Greetings,
Have you tried unplugging your network cable (assuming you're not using dialup) and any
webcam you have connected? Although a rare event, some webcam drivers and some router/modem
firmware has been known to cause this behavior, especially since you've reinstalled Windows
this seems likely for you.
