Just to report back that a solution has been found from another tech forum.
The problem is with the D-Link router firewall rules.. Apparently msnmsgr.exe
has created a lot of exceptions rules for the firewall which when reach a
maximium, then prevents this user account to access the internet . After I
reset the router, it works fine.
