Windows Live Messenger won't run

Hope someone can help me out.. I have Windows Live messenger V8.1 installed
on my WIN XP SP2 machine with two user accounts. This morning I have
reinstalled WLM V8.1 in the hope to fix some problems. Before I re-install, I
also deleted some Messenger folders/files from the accounts.. Now after WLM
V8.1 is re-installed, it works fine on the admin account.. However, it won't
run in the other user account. When I double click the short cut, nothing
happens.. When I check Task Manger, it show the msnmsgr.exe process is
running. Any one know how to fix this ? Had a feeling that this may be
related to some registry key for the user account or the messenger profile
udner that account. I have tried remove/install a few times already and still
cannot fix the problem.. Is there a way to completely remove WLM including
all profiles for a CLEAN re-install ??? Thanks

Just to report back that a solution has been found from another tech forum.
The problem is with the D-Link router firewall rules.. Apparently msnmsgr.exe
has created a lot of exceptions rules for the firewall which when reach a
maximium, then prevents this user account to access the internet . After I
reset the router, it works fine.

You are a genius! I spent hours trying to solve this problem and couldn't.
