Windows live onecare and an update not installing

I have two computers running on a network at home. XP pro and XP home.
Windows Live One Care is not happy because a particular update has not been
installed. When I try to install it, it fails. What can I do.
The error message I get is as follows:
"installing security update for Microsoft.net, framework, version 1.1,
service pack 1. KB928366 failed.
Unless I get this thing installed, Windows live one care will always tell me
I have a problem.
Please help if you can.

Hey Steve try the following steps to install the above Windows update

1. Internet Options:
Click Start, Control Panel, and then Internet Options.

Click Delete Cookies and click OK.

Click Delete Files, put a checkmark in Delete all offline content and
then click OK.

Click the Security Tab, Click Internet, and then click Default Level.

Click the Custom Level button.

Click Enable for all under the title Active X Controls and Plug-ins.

Click Enable for all under the title Scripting, then click OK.

Click the Privacy Tab, and click the Default button.

Click the Advanced Tab, click Restore Defaults, and then uncheck
Enable Third Party Browser Extensions.

Click OK, restart the computer then attempt to download/install the
Windows Update(s).

Note: If the updates successfully install, place the checkmark back
in the Enable Third Party Browser Extensions option.

2. Active X Controls:
Click Start, Control Panel, and then Internet Options.

Click Settings, click View Objects.

Right click on the first object in the list and then click
Properties.

Check the Codebase for a Windows update URL then click OK.

Codebase example: http://update.microsoft.com/windowsupdate/...

If a Windows Update URL was present, right click the object again then
click Delete. If the Codebase was not a Windows Update URL then move
to the next object. Do this for each object in the list.

Close the window, click OK on the settings window, and then click OK
on the Internet Options window.

Attempt to download/install the Windows Update(s).



3. Check the Services:

· Click Start, click Run, type services.msc, and then click
OK.

· Double click the following services in the list and make
sure the Startup Type is set to Automatic and the

service is started.

o Automatic Updates

o Background Intelligent Transfer Service

o Cryptographic Services

o Event Log

4. Rename the Software Distribution Folder:
Click Start, click Run, type services.msc, and then click OK.

Locate the Automatic Updates service in the list. Right click it and
then click Stop.

Locate the Background Intelligent Transfer Service in the list. Right
click it and then click Stop.

Minimize the services list and navigate to C:\Windows. Right click on
the Software Distribution folder then click Rename.

Rename the file to sd.old.

Maximize the services list and start the Automatic Updates service and
the Background Intelligent Transfer service by right clicking on them
and then click Start.

Attempt to download/install the Windows Update(s).

5. Register the .dll Files:
· Click Start, click Run, type cmd, and then click OK.

· In the command prompt type the following (press Enter after
each):

regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll
regsvr32 mssip32.dll
regsvr32 wuapi.dll
regsvr32 wuaueng.dll
regsvr32 wuaueng1.dll
regsvr32 wucltui.dll
regsvr32 wups.dll
regsvr32 wuweb.dll
regsvr32 jscript.dll
regsvr32 msxml3.dll


Restart the computer and then attempt to download/install the Windows
Update(s).
