Windows Mail will not start

When on a website & I go to contact us ,I get this message. Windows mail
could not be started. The App was unable to open Windows mail message store.
Your Windows mail box is currently being used by another program, such as
virus scanner. Close the program or wait. 0x800C0155,2
I am running CA. The anti virus is disabled
