Windows Mail Setup HORRIBLY SLOW

I've (perhaps foolishly) upgraded my computer from XP Pro to Windows Vista
Business and have been chasing down problems for the last 10 hours or so with
the operating system. It was an in-place upgrade.

The latest one is Windows Mail Setup. My tried and trusted 'outlook express'
that I know and love is gone. In it's place is this 'Windows Mail'
application which when I try to start it up needs to transfer my email
accounts from outlook express.

The problem is whatever it's doing appears to be excruciatingly slow. At the
rate its running, it will take DAYS or even WEEKS to transfer the mail from
outlook express to windows mail. It seems to run for a while putting along at
5-10 messages per second and then it'll pause for a minute or two while it
does who knows what.

I've tried running this thing overnight twice only to wake up and find the
system rebooted (presumably by Windows Update?) and the mail setup not
running.

The system appears to be bogged down on disk. CPU utilization is nil. Using
resource monitor I can't get a good idea what disk utilization we're getting
because the graph bounces up and down rapidly. Maybe it's seeking all over
the place. I don't know.

Looking at the processes that are using the disk, "System" appears to be the
top one. It is making heavy use of 'system volume information' and is also
doing something with the mail files. WinMail is getting maybe 5% of the disk
utilization that System is.

All I want to do is send and receive email, a very simple task on most
computers. Do I have to find a 3rd party mail app to install on my $200
operating system upgrade?

Is there some sort of virus scanner checking each email imported?

Nope. Vista had me uninstall the virus scanner before upgrading.

I eventually killed the import and have the mail program up and running so I
can at least send and receive new mail. I'm now importing my email folders on
a folder-by-folder basis so that I can skip anything with 10,000 or more
messages in it.

My personal belief (which is an uneducated guess because I know so little
about vista) is that it has something to do with the "Shadow Copies". Perhaps
it's trying to repeatedly update the shadow copy of the mail file each time
it writes a newly imported message to it. I tried to find and disable shadow
copies, but Vista has done a good job of hiding it from me.
