With Windows Mail closed, try running the various repair functions in
the WMUtil program: http://www.oehelp.com/WMUtil

If no improvement, there is a very laborious way of resetting
Windows Mail. Follow this procedure:

Frankly, you'd be much better off to simply upgrade to Windows Live Mail:
