Windows Mail won't load-HELP

Each time we try to run Winmail we get these errors

Windows Mail
Contacts failed to load

Then:
WinMail.exe
Windows Mail could not be started. The application may be unable to
initialize the Windows Contacts. Your computer may be out of memory or your
disk is full. (0x8004104E)

Then:
Windows Mail
Windows Mail could not be started because MSOE.DLL could not be initialised.

I have no idea what to do!
