Windows ME - upgrade patch cannot be installed with

When streaming video, I get an error message that says:

"The required security upgrade cannot be validated. Try installing the
latest Internet Explorer service pack. To install the service pack from the
Windows Update Web site, click Web Help."

I go to windows update site and it tells me that I need to install
Net.Framework 1.1 service pack, but I get this error messge: "The upgrade
patch cannot be installed by the windows installer service because the
program to be upgraded may be missing or the upgrade patch may update a
different version of the program. Verify that program to be upgraded exists
on your computer and that you have the correct upgrade patch."

The only resolution posted by microsoft.com to this problem is to contact
Microsoft Product Support Services.

Can anyone here help me? Microsoft Support Services charge an arm and a leg
to help and sometimes they can't find the solution. Thanks
