Then I definitely have missed that. I thought that all Win9x were still
using WUv4. And only NT5x, which had support for services such as
BITS, had been transferred to the WUv5 site.
However, the only document I can find which references both versions
isn't very clear about that detail.

Somehow I have all along thought that this implied that WUv5
was a service meant only for NT5x users. I guess it doesn't
necessarily but then I would also wonder about the implementation
and the logs that it would create under a non-NT5x OS.
BTW NT4 users do have a kind of Automatic Updates
but can not use WUv5 either, which again I thought had
as much to do with implementation as policy.
In fact, I also had the idea that until recently that W2K and
WS2003 users were still using WUv4 and that some recent
service pack changes had enabled them to start using WUv5
but with mixed results because of the change in implementation.
