Windows Media only minimize and maximize option

I have Windows Media Center running in Windows Vista with a DUAL monitor
setup.

For some reason, I can only run it in maximize screen mode. When I press the
windowed button in the upper right corner, it minimizes the screen. Is this
normal?
Does anyone know how to run Windows Media Center in
windowed mode?
