They require a DVD decoder to play.
Can you play DVD's in WMP, if so then you have a DVD decoder
installed on your Vista computer, in that case what exactly happens
when you try to play an independent .vob file?

If you cannot play DVD's on your computer then you are lacking
a DVD decoder, and that will also be the reason you cannot play
