Windows Media Player 9.0 and higher

I have Windows 98 and Media player 7.1. I keep trying to download WMP 9.0
but it always says that the DL is successful, I install it and after
rebooting once again, all I have is 7.1. I've also tried uninstalling 7.1
first but it won't uninstall completely. In my experience with other
versional programs the newest generally offers to overwrite the old but not
so with this. What else can I do? I keep getting requests to update my
version.

Do you have Windows 98 or Windows 98SE?
Windows 98SE is the minimum:

Microsoft site states that Windows Media Player 9.0 and higher does not work
with Windows 98. You can only use 7.1.

Microsoft does indeed have a version of WMP 9.0 for Win 98:
