Windows/Microsoft Update page won't load post upgrade to Installer

A Windows 2000 Advanced Server with SP4 on a HP DL740 box.

All soft of issues related to Windows Update.

First, clicking on either Express or Custom button hung IE.
Enabled "Notify me but don't automatically download ..."
After reboot, Installer 3.1 identified as an available update.
Clicked ballon to start Installer 3.1 download.
Download never progressed past 0%.

Manually downloaded and applied Windows Installer 3.1
Reboot.

Now, after reboot, when attempting to access Windows/Microsoft Update off
the start menu, the IE shell opens, but no page loads into the shell. The IE
shell is hung.

Any suggestions?
